Head of Learning and Development 12 Month Contract. Position Summary. The Head of Learning & Development has responsibility for managing the provision of a comprehensive range of learning and development interventions provided for the affiliated members. Principal Duties and Responsibilities. Implement a cost efficient strategic learning and development plan to meet the learning and development business requirements, both in ROI and NI Market and promote all L&D services with a view to maximising uptake. Manage the delivery and evaluation of accredited programmes. Manage the delivery and evaluation of the suite of seminars, half-day and one-day classroom based programmes and e-learning programmes rolled out on a bi-annual basis. Ensure the CPD scheme meets its regulatory and legal requirements. Ensure the Learning Management System is used. Oversee the training/facilitation vendor panel including sourcing, price negotiation, service level agreements and maintenance of good working relationships. Provide advice to the CEO, SMT and Board and staff on learning and development related matters. Grow development offerings in collaboration with the CEO, SMT and Board. Collaborate with other departments and stakeholders to keep abreast of emerging development needs and ensure that interventions are meeting those needs. Work collaboratively to help identify areas for improvements and advise upon and help design appropriate bespoke interventions. Deliver training programmes/information seminars as appropriate Project manage/sponsor departmental and other organisational projects as directed by the CEO. Represent the business and the department on external bodies and on internal committees. General Management and Administration. Manage the Learning & Development Team with a view to ensuring the effective development and delivery of all training courses and services. Appraise the performance of the members of the Team on a regular basis. Report to the Board and Committees as required and participate in SMT meetings. Manage accounts for the department (in line with current agreed projections) including accounting for budget expenditure and achieving value for money. Provide reports on learning and development activity and evaluation as required by the CEO, and the Board. This position will be based in Dublin but travel throughout the Island of Ireland will be required from time to time. Work outside of normal hours will be necessary from time to time. Skills and Experience. Minimum of 4yrs in a sr management role. Training and facilitation skills. Experience developing and evaluating training programmes for financial services and knowledge of regulatory framework (Republic of Ireland and NI. Experience in training needs analysis, policy development and provision of high quality training for fast paced/changing organisation. Minimum of 4 years' experience managing teams.
