This is a new role for a QS with a Chartered Quantity Surveyor (MRICS or SCS) qualification & at least 10 years' experience. You will have a detailed knowledge of tendering & administration of FIDIC & GCCC contracts & have good commercial skills & exp. (pre & post-contract) on large construction projects. You will have experience in managing the commercials of pre contract award & early contractor involvement along with commercial & infrastructure maintenance activities on behalf the client. You will have worked in large & small civil engineering contracts and ideally within the public sector and be able to advise on appropriate procurement & contract strategies and working within project budget cost estimates; creating detailed cost plans & regular reviews & providing updates. You will be providing commercial advice to the project teams; review tender docs & advise on design information to ensure that any fixed price lump sum principle is not being compromised because of incomplete design, unrealistic programmes etc. Prep of contract documents & liaison with procurement; prep of bills of quantities & price to establish the final pre-tender estimate. Draft & issue all requisite tender documentation; assess replies & award of contract, draft & issue all relevant contracts. Check progress applications & prepare payment certificates for certification. Pro-actively monitor, challenge & report on costs of any variations & claims and assist negotiation of delay/disruption & other claims. Prepare final accounts & adjustment for variations/claims and liaise with all PMs & consultants to ensure change control procedures follow. Analyse & quantify project risks & update Risk Register & Mgt Plan. Plan, monitor & report on all financial aspects of works you are responsible for. With PM lead final account negotiations & all activities in line with governing procurement policies & procedures. Evaluate tender returns & the production of reports to assist in the selection of the most suitable tenders.
