Description

The Mental Health Commission (the ‘Commission’) is an independent statutory body charged with the operation of the Mental Health Acts. The principal functions of the Commission, as specified in the 2001 Act, are to promote, encourage and foster the establishment and maintenance of high standards and good practices in the delivery of mental health services and to take all reasonable steps to protect the interests of persons detained in approved centres. The Commission is also empowered to undertake such activities as it deems appropriate to foster and promote these standards and practices. The primary responsibilities of the Contracts and Procurement Manager will be to execute and oversee the following Procurement and Contract activities: Procurement policies and procedures. • Development and maintenance of procurement policies and procedures within the MHC. • Develop and manage the MHC procurement plan aligned with the overall strategic plan and project portfolio – working with business owners to identify sourcing needs and timelines. • Liaising with OGP to understand existing frameworks and public sector procurement requirements. Procurement Management. • Manage procurement of strategic services for the MHC including supporting the evaluation and selection of strategic suppliers including the various procurement activities to support the establishment of the DSS. • Oversee MHC compliance of with procurement guidelines. • Support business owners with tender preparation by identifying most appropriate procurement approach and ensure compliance with public procurement and MHC procurement policies. • Support the development of tender evaluation approach, evaluation of responses and ensuring compliance. • Drive continuous process improvement in procurement activities by incorporating lessons learned from previous procurements and contract management. • Maintain schedule of procurement requirements in line with contract expiration dates. Supplier / Contract Relationship Management. • Management and oversight of the policies for monitoring and tracking performance of existing contracts and suppliers. • Maintain details of contract terms and conditions. • Management of requisition request for services on contract award. • Monitor supplier performance (SLAs) and proactively work MHC supplier relationship owners and their suppliers to address any non-conformances or performance issues.
