JOB DESCRIPTION:   The Courts Service employs 1,100 people in 42 locations across the country with its primary functions being to manage the courts and court buildings; provide support services to the judiciary; provide information on the courts system to the public, and provide facilities for users of the courts.    A long-term strategic vision for the future of the Courts Service has recently been developed.  This vision maps out our future as a modern, digital Courts Service with services re-designed to meet the needs of court users. This ambitious modernisation plan sets the context in which the Head of Finance will operate and provide financial leadership to our modernisation programme.   Role and Responsibilities:   • Lead the development of finance and funding strategies to enable the delivery of our business as usual mandate and support the long-term business strategy to modernise the operations of the Courts Service. • Oversee the implementation of the financial strategy, management and reporting of key performance metrics tied to that strategy, and the ongoing development and monitoring of control systems designed to preserve Courts Service assets and report accurate financial results.  • Secure, manage and report the annual budget which amounts to €156m in 2020  in addition to Appropriations in Aid (receipts) of €50m. • Oversee the preparation of the annual financial account of the Service, namely the Annual Appropriation Account and ensure it is furnished to the Comptroller and Auditor General on or before 31 March each year and the achievement of a balanced budget. • Preparation of the annual budget based on approved funding and recommended for approval by the Finance Committee. • Develop and implement a new Financial Management System in conjunction with the Department of Justice and as part of the Financial Management National Shared Service Office project. • Lead and develop the teams under the remit of the role; Finance, Procurement, Risk Management, so staff are capable of supporting business as usual whilst delivering the scale and ambition of the Courts Service plans into the future.   • Ensure effective governance, assurance and risk management structures are in place and implemented to provide a systematic approach to identifying and managing a range of risk categories. • Responsibility for developing, maintaining and updating of the Corporate Risk Register, and reporting on Risk Management to the Senior Management Team and Audit & Risk Committee on a routine basis. • Oversee procurement within the Service to ensure value for money and compliance with EU and national procurement regulations and obligations. • Build effective relationships with internal and external stakeholders including the Department of Justice, Department of Public Expenditure & Reform, Heads of Directorate and other budget holders; and the Comptroller & Auditor General.       Please refer to the Information Booklet located on https://www.courts.ie/careers for more information on this position.     To apply please send a CV, Covering Letter to careers@courts.ie by 12:00 noon on 28 October 2020.         Please note that this advertisement is being hosted by the Public Appointments Service on publicjobs.ie.
