Description

First 5 Early Childhood Project Specialist – Department of Children, Equality, Disability, Integration & Youth. The Department of Children, Equality, Disability, Integration and Youth (DCEDIY) deals with policy and service developments relating to a number of very important groups in society.  It seeks to co-ordinate and develop key actions across Government relating to children and young people.   The Assistant Principal Officer (AP) with responsibility for First 5 Projects is a senior managerial grade. Under the supervision of a Principal Officer (PO) and overall direction of the Assistant Secretary with responsibility for Early Learning and Care and School-Age Childcare, the AP will be actively engaged in developing, co-ordinating and implementing a series of significant projects in the context of First 5: A Whole-of-Government Strategy for Babies, Young Children and their Families. The successful candidate will have: A qualification in early learning and care / early childhood care and education at Level 8 or higher on the National Framework of Qualifications (or equivalent) AND at least three years of relevant work experience at a senior level, including working in the field of children’s services, early learning and care or other learning initiatives and/or public health projects directly;  OR. A qualification in social science, social policy or a field directly relevant to the duties of this role at Level 8 or higher on the National Framework of Qualifications (or equivalent) AND at least five years of relevant work experience at a senior level, including working in the field of children’s services, early learning and care or other learning initiatives and/or public health projects directly; Demonstrable experience in project design, management, implementation and evaluation including the management of budgets, staff and commissioned contractors; Strong interpersonal skills and a commitment to working as part of a team; Ability to understand policy intent at an abstract level, the relationship between policy intent and the range and combination of tools available to put policy into practice.
