The Health Information and Quality Authority (HIQA) is an independent statutory authority established to promote safety and quality in the provision of health and social care services for the benefit of the health and welfare of the public. HIQA’s mandate to date extends across a wide range of public, private and voluntary sector services. Reporting to the Minister for Health and engaging with the Minister for Children, Equality, Disability, Integration and Youth, HIQA has responsibility for setting standards for health and social care services; regulating social care services; regulating health services; monitoring services; health technology assessment; health information and the National Care Experience Programme. We are looking to appoint a number of senior positions in response to recent retirements, further planned expansion in HIQA’s legal remit and function and the resulting growth and development of HIQA. Director of Healthcare Regulation The Director of Healthcare Regulation is a newly established Executive Director position within HIQA reporting directly to the Chief Executive Officer and a key member of the Executive Management Team. The regulatory remit for HIQA in Ireland’s healthcare system is set to expand within the next three to five years which brings exciting opportunities for a strong and proven leader. The appointee will be responsible for the development, implementation and delivery of all health regulatory activity in the organisation. Currently, this includes the monitoring of healthcare providers against national standards, statutory investigations and the regulation of patient exposure to ionising radiation. Your principal responsibilities will include: Lead and manage the high-quality design, development, and delivery of all regulatory functions (including monitoring compliance, licensing, enforcement, inquiries, and investigations) across health services and in accordance with all relevant legislation, regulations and standards set by the Authority. Provide effective and successful management of a diverse and distributed workforce with a style that supports and enables people. Undertake proactive engagement with, and provide leadership and advice to, the relevant Government Departments and develop strong and effective relationships with key strategic stakeholders and other regulatory bodies both within Ireland and internationally. Have shared leadership and corporate accountability in the high-quality delivery of HIQA’s functions. You should: Have comprehensive and proven senior management experience of strategically leading and operationally managing diverse teams in health and/or social care services or their regulation. Have a detailed knowledge of health and social care systems and the levers and drivers that build sustainable improvement in health and social care reform providing the ability to work with and influence a wide range of strategic stakeholders. Have proven experience in the effective design, development, governance, and execution of regulatory operational programmes. Have exceptional communication, interpersonal, negotiating and influencing skills and an ability to build effective relationships with a range of internal and external stakeholders.
