Head of Centralised Operations – Department of Social Protection The Department of Social Protection is the largest Department of State in the Irish Civil Service and one of the largest organisations in the State, employing over 6,300 staff in approximately 300 locations with an annual budget of €21 billion (excluding Covid-19 expenditure). The Department processes in excess of 3 million customer service applications per annum, responds to over 10 million calls and issues 87 million payments to 2.2 million customers. The Department is now recruiting a senior leader at Assistant Secretary level, with responsibility for the operation of a number of schemes and services.  The Department’s operations functions are separated into services delivered through its network of Intreo Centres and contracted service providers, and those delivered remotely using centralised offices.   Reporting to the Secretary General, the Head of Centralised Operations will lead a team of 7 senior managers (Principal Officers) with over 1,500 staff, ensuring the effective and efficient delivery of these services. In addition, s/he will be expected to lead the reconfiguration and modernisation of service processes both to adapt to the challenges arising from the Covid-19 pandemic and to develop a new model of operations taking account of changes made during the period of pandemic, including greater use of remote working.  The person appointed will be expected to have: Recent senior experience leading a demanding and complex operations function including the implementation of change programmes with a high level of IT dependency.   A clear understanding, or the capacity to develop quickly an understanding, of the role of the social protection system in the supporting economic and social development. A good working knowledge of welfare and employment services or demonstrate a capability to quickly acquire this knowledge.  An ability to work with staff representatives, to communicate the change programme effectively, to be adaptable and to anticipate and find solutions to any challenges to implementation that may arise.  The ability to develop strong relationships with key stakeholders, including the community and voluntary sector and organisations advocating and representing the interests of client groups.
