This is a key role for an Executive level National Director of Quality & Regulation. Scope & Purpose of the Post. As a member of an Executive Mgt. Team (EMT) & one of five Executives reporting to a CEO. Be responsible for developing & executing the Quality & Regulation strategy. Providing leadership & executive oversight to Service Quality Validation, Children Services Regulation, Risk Mgt. & Monitoring, Research, Complaints, H&S, Code of Governance, and Public Sector Duty. Have system wide responsibility for developing & implement a Business Analytics function to support & inform organisational decision making. Manage 8 reports working at a National Level. Have line & Administrative mgt. & shared governance for managing a Healthcare Agency. Key Accountabilities. Executive Leadership. Collaborate effectively as a member of an Exec. Mgt Team. Play an active role in the developing & rolling out a business strategy & annual bus. plan inc. shared responsibility for organisational performance. Develop & execution of a Quality & Regulation strategy within overall corporate plan. Lead, organise, develop & motivate staff to be effective in times of rapid change. Embed effective performance mgt. & an accountability framework for all staff in your function. Assist CEO in external engagement of Agency in media, parliamentary processes etc. Practice Assurance & Performance Systems. Lead & develop a best in class Quality Mgt. system. Lead all quality assurance & improvement rollout partnering with regional teams; Utilise quality & KPIs & audit tools to ensure governance & deliver improved outcomes for service users. Create dedicated set of cross functional Analytics to drive decision making & business Planning. Develop & implement a Best Practice risk mgt. framework to comply with regulation s. Develop performance mgt. frameworks, & optimise services in Agency. Strategy & policy implementation for Quality & Regulation function & monitor compliance & accountability regionally for external service regulators of Agency. Oversee plans & compliance to ensure organisation meets Code of Governance & Public Sector Duties. Strategic Oversight. Provide senior oversight & strategic leadership to operations & strategic dev of a regulatory function. Ensuring regulatory enforcement is correctly delivering safer & improved services. Risk mgt. & monitoring function. The H&S function in order to promote a culture of H&S through policies, procedures, guidelines & safe professional practice in line with relevant legislation, reg' s & stds. Of Service Quality Validation function to support enhancing service quality & improved outcomes for service users. Create business Analytics that gain s/holder buy-in & drive good decisions. Qualification & / or Experience Applicants must have:- A Prof Qual. (third level) in a Health & Social Care Professions or quality, risk or regulation. 5 years' senior mgt. exp. in a quality & regulation of a large scale, complex organisation. Knowledge of public service delivery systems. Exp. leading organisational risk mgt. or governance systems. Exp. strategic planning; effectively implementing change & CI. Exp. in delivery of regulation & quality assurance. Strong technical skills, analytical capability & judgement. Leading, motivating & developing multidisciplinary teams.
