Description

The Department of Public Expenditure and Reform’s mission is to serve the public interest through sound governance of public expenditure and by leading and enabling reform across the Civil and Public Service. Reporting to the Secretary General, the Assistant Secretary will manage the Labour Market and Enterprise Policy Division and will have responsibility for the continued development and strategic direction of the Irish Government Economic and Evaluation Service (IGEES) and management of the DPER IGEES Unit.  The role will involve securing multi-annual budget estimates that meet Government objectives, EU commitments and support economic, social and climate-related progress. S/he will oversee the monitoring of voted expenditure outturns and trends during the year to inform and shape policy responses and will drive capacity building for evidence informed policy making in the Civil Service.  The successful candidate will have: • A proven record of accomplishment as a leader and senior manager leading teams in a large or complex organisation; • Experience in the design and development of effective communications strategies and plans to support and enable transformation programmes; • An appreciation of the fiscal, legislative and industrial relations context in which reform is to be delivered; • An ability to analyse and evaluate complex policy, economic and financial information as well as the capacity to present options for decision making; • An ability to engage with Government and the political system at the highest levels.
