Description

The Courts Service is currently hiring for an Assistant Principal Officer in the Finance Unit (Court Fees and Financial Control Environment).  The AP position will support the Head of Finance leading a team of three people who have responsibility for, amongst other things: • Managing and reporting the Courts Service income of €34.6m. • Oversight and reconciliation of the Service’s bank accounts and banking, • The financial control environment including the risk management framework, the preparation of reports to the Senior Management Team, Audit and Risk Committee, the Finance Committee and the Board of the Courts Service. • Involvement in projects contributing towards the achievement of the ambitious ten-year Modernisation Programme aimed at improving access to justice in a modern, digital Ireland. • Any other projects required from time to time. The core responsibilities and deliverables for the role are laid out below with further information available in the competition information booklet.  This forms the basis of the role, however, the work of the Finance Unit is wide-ranging and the AP – Finance Unit will be required to assist the Head of Finance from time to time in other projects to enhance the financial systems, processes and capabilities  • Court Fees Management. • Banking. • Risk Management. • Control Environment. • Budgeting and reporting (Performance Budgeting. • Annual Appropriation Account. ESSENTIAL QUALIFICATIONS AND PERSONAL REQUIREMENTS: • Have a financial qualification and/or be a member of a recognised accountancy body. • Have a minimum of 5 years experience in a financial environment. • Demonstrate ability to prepare documents for the Committees of the Board to a high standard. • Have a proven ability to communicate and present to Committees of a Board. • Have a strong proficiency in Microsoft Office tools in particular MS Word, Excel and Powerpoint. Desirable criteria. • An understanding of risk and financial management in a public sector environment. • Knowledge of Makodata and/or other Business Intelligence tools. • Demonstrate experience in the Civil Service Competencies at Assistant Principal level. • Experience of Oracle Financials or other similar financial systems and Business Intelligence tools.
