Assistant Secretary, Finance and State Bodies The Department of Agriculture, Food and the Marine The Department of Agriculture, Food and the Marine is a major Government Department, playing the lead role in promoting competitive and sustainable economic development in the agriculture, food, forestry and fisheries sectors, including overall responsibility for public policy and administration.  The Finance and State Bodies role is a key element of the Corporate Development function of the Department, supporting all of the other internal functions.  It supports the Department in meeting its obligations by providing financial supports to the sectors, the effective management of EU and national funds and ensuring that the Department is resourced to meet current and emerging challenges. It is also responsible for oversight of State Bodies engaged in areas such as research, training and advice; market development and promotion; and development of the equine and greyhound sectors.  Reporting to the Secretary General, the Assistant Secretary, Finance and State Bodies will be expected to make a strong cross functional contribution to the Management Board, to collaborate in a constructive way with colleagues, and will be responsible for a number of distinct functional areas. In addition, the person appointed will co-ordinate and oversee the preparation of the EU Accounts for the European Agricultural Guarantee Fund and the European Agricultural Guidance Fund.   Ideally the person appointed should hold suitable qualifications in accounting/finance/public administration and have: • proven experience, at a senior level, in the financial management of a large complex organisation; • a proven high level of management and organisational skills with the ability to develop teams and staff based across multiple locations. • an ability to build effective relationships internally and with other organisations, particularly at EU level; • a clear understanding, or the capacity to develop quickly an understanding, of Government Accounting and Public Financial procedures and of the role of the agriculture sector in supporting economic, rural and social development; • familiarity with or the capacity to acquire quickly a good working knowledge of the   Department’s   wide   range   of   responsibilities   and business requirements at national and EU level, including those related to its function as an accredited EU paying agency, and be immediately effective in the post.
