Assistant Secretary – International and Corporate Services The Department of Defence The Department of Defence is responsible for the military defence of the State, contributing to national and international peace and security and fulfilling other roles assigned by Government.   This encompasses national, EU and international Defence policy issues. The Department has 389 civil service staff and also employs 452 civilian employees working to support Defence Forces’ capability in military establishments around the country. The overall budget for the Defence Organisation for 2022 is €1.1 bn. Reporting to the Secretary General, the role of the Assistant Secretary International and Corporate Services encompasses four distinct elements: 1. Advancing Ireland’s International Security and Defence interests within the UN, the EU,  NATO Partnership for Peace, the OSCE and bilaterally; 2. Updating and further developing as required, the Legislative Framework for Defence, the Defence Forces and the functions of the Defence Forces; 3. Supporting Research, Technology Development and Innovation in the Defence Organisation and supporting and advocating for Irish Research and enterprise in accessing funding from the European Defence Fund, engaging in PESCO Projects and exploiting opportunities in the area of Defence Capability development within the framework of the EDA;   4. Management of the Departments Buildings and Premises, alongside corporate functions on Data Protection and Records Management. The person appointed will have: • a record of achievement in their career to date demonstrating excellent senior management and leadership experience and a record of effective delivery;  • A proven track record both across government and internationally to lead the Department’s role in the sensitive area of International Security and Defence Policy functions across multiple international and bilateral dimensions;  • a detailed understanding and sensitivity on the presentation to a domestic political and public audience in Ireland of key defence initiatives within an international UN, EU and PfP defence domain; • A detailed understanding of the rapidly changing security and defence environment and its implications for Ireland or the capacity to achieve that understanding and analysis;  • an interest in defence issues, along with an understanding and knowledge of the military organisation and associated matters, or capacity to develop it quickly; • A fundamental understanding and appreciation of the constitutional and legislative framework within which Defence operates in an Irish context.  This is a Top Level Appointments Committee (TLAC) position.
