Description

The Facilities Manager will work closely with the Accommodation Manager, Registry Manager, and the Health & Safety Officer to develop Facilities Management Unit’s (FMU) short, medium and long-term strategies, which align with Departmental priorities.   - Proactively manage the various teams (Accommodation, Archiving File Management, Health & Safety, Registry, Service Officers and Telephony), to ensure that the allocation of work, leave scheduling, time and attendance and necessary overtime is undertaken in  a professional, planned, equitable manner; - Ensure procurement is managed in a timely and efficient manner, adherence to Departmental Policies and Procedures and in accordance with National and EU Procurement Rules and Regulations; - Translate the FMU’s wider vision and strategy into measurable goals and communicate and manage the deliverables by each team; - Regularly engage with the Executive Board and Ministerial staff to identify and fulfil senior management needs; - Lead the subgroup to the Department’s Covid Response Management Group to ensure continued and appropriate response and implementation of Government and Health authority advice; - Negotiate with various OPW Sections in relation to portfolio planning, facilities acquisition, facilities projects, accommodation fit-out arrangements and general maintenance/fault (Serco) reporting. - Manage PMDS and general performance and development for the direct reports (Accommodation Manager, Registry Manager and the Health & Safety Officer); - Actively contribute to internal process improvements designed to meet/exceed the FMU strategic goals internal customer and stakeholder expectations; - Attend FMU fortnightly team meetings with action points for ongoing review; - Escalate significant and emerging issues, budgets/KPI’s, works completed and project status in conjunction with FMU colleagues; - Undertake regular reviews/updating of the accommodation/facilities under FMU’s control; - Participate in ongoing team training needs/analysis reviews, business continuity and succession planning, and implement agreed actions to address new/emerging resource and operational gaps or knowledge/skills deficits. - Represent the Department as required at various fora e.g. Departmental Council, Inter-Departmental Committees such as Miesian Plaza Building Management Group, Government Buildings Security, Emergency Planning Groups, the Facilities Network Group; - Support the Departmental Efficiency Performance Officer (Head of Corporate Affairs Principal Officer) in identifying energy efficiencies and reporting on energy obligations in a timely and accurate manner; - Prepare and engage with the Head of Division in relation to Business Planning and Business Continuity Management; - Ensure PQ’s/FOIs/representations and requests for briefing are provided on-time to the highest standard.
