The Department of Public Expenditure and Reform’s mission is to serve the public interest through sound governance of public expenditure and by leading and enabling reform across the Civil and Public Service.    The Deputy Secretary will support the Secretary General to manage the span of control of the organisation and will involve responsibility for key strategic policy and critical risk areas. Initially, the post will focus on climate action, public service transformation and public service resourcing. The role of Deputy Secretary operates at the interface of top management of the Civil Service and with the political system. The successful candidate will be expected to demonstrate a strong commitment to the development and implementation of strategy and policy across all areas within the remit of the position. The person will be expected to engage with a wide range of interests, including statutory and non-statutory, internal and external groups, as well as with other relevant departments and have extensive knowledge and experience of parliamentary and political processes, which is a key feature of this position.    The successful candidate will:   • Have a proven record of accomplishment as a leader and senior manager in a large or complex organisation, with a capacity for sound judgement and strategic decision making.   • Demonstrate a strong understanding and a capacity to engage in the budget/estimates process.   • Have clearly demonstrated a strong corporate commitment at a senior management level in support of broader organisational performance and development.   • Have led high level negotiations of national or strategic importance to successful conclusion.   • Have demonstrated senior level experience of leading the development of strategically important policies.   • Have excellent negotiating, influencing, interpersonal and diplomacy skills in an environment of multiple stakeholders and ability to recognise and manage different stakeholders’ perspectives to achieve mutually acceptable outcomes.   • Have a proven track record of achievement in their career to date, including leading change and delivering performance improvements in business-critical operational areas.   Further information on this significant opportunity including details on how to apply is available on www.publicjobs.ie    This is a Top Level Appointments Committee position.   If you feel you would benefit from a confidential discussion about this role, please contact Aoife Lyons on aoife.lyons@publicjobs.ie    The closing date for receipt of completed applications is 15:00 on Thursday 24th November, 2022.    We are committed to a policy of equal opportunity and encourage applications under all nine grounds of the Employment Equality Act.
