Description

The Department of Enterprise Trade and Employment and its Offices and Agencies are charged with developing and implementing Government’s policies to promote the creation and maintenance of high-quality and sustainable employment across all parts of the country. This involves championing enterprise, ensuring a competitive business base to incentivise work, enterprise, innovation and investment, strengthening global connections and negotiating international trade agreements, promoting fair and competitive markets as well as ensuring safe, flexible and decent workplaces.    The Secretary General is responsible for the delivery of the Department’s Statement of Strategy, the commitments in the Programme for Government, the White Paper on Enterprise and a number of enterprise strategies, as well as the effective and efficient management of the Department, its four Offices and nine Agencies which are for the most part, funded by the Exchequer and report to the Minister on their performance. The total voted gross Exchequer allocation to the Department, which includes the Offices and Agencies, is €1.62bn.   The Secretary General will have particular financial responsibilities as Accounting Officer, will provide advice to Ministers, deliver outputs and outcomes, address cross-cutting matters and be accountable before Oireachtas Committees as required.  The operating environment for the successful applicant will present significant challenges in delivering across a wide range of government priorities, at both national, EU and international level. The enterprise mandate is heavily dependent on cross-government agendas and the Secretary General will be expected to lead and contribute on the Department’s objectives in cross-cutting areas such as digital, climate, trade agreements energy, housing, and public infrastructure.    The role of the Secretary General will be to continue to provide strategic leadership of the Department in developing and implementing policy, delivering supports, evaluating outcomes and collaborating with key stakeholders.  The Secretary General will also provide effective support to Government, attend Cabinet Committees and manage Oireachtas business specific to the role.     The person appointed will have:   • a proven track record of significant achievement as a leader and senior manager in a large or complex organisation in either the private or public sector.   • the capacity to quickly acquire an understanding of the Department’s wide range of responsibilities at national and international level.   • knowledge of and understanding of the challenges facing the enterprise sector and a deep appreciation of the scale and complexity of the interaction between business, employer and employees, and Government.   • the strategic capability to manage the Department and to set direction and vision for the Department having regard to the external business environment, including understanding the international, EU, and broader public policy and political context.   • sound judgement and a capacity to deal effectively with complex interrelated issues across diverse public policy areas.   This is a Top Level Appointments Committee position.     If you feel you would benefit from a confidential discussion, please contact Karan Nesbitt at karan.nesbitt@publicjobs.ie    The closing date for receipt of completed applications is 3pm on Thursday 23 March, 2023.   We are committed to a policy of equal opportunity and encourage applications under all nine grounds of the Employment Equality Act.
