Tolling Interoperability Manager  Salary: €68,491 - €83,525. Background to role. Over the past two decades TII has procured the establishment of a number of Toll Roads nationwide.  TII has had a policy of promoting the introduction of electronic toll collection across the individual Toll Roads (both PPP concession and non-concession) on the national network and full interoperability for Electronic Toll Collection (ETC) customers across the network.  All Toll Roads / Toll Chargers on the national network are required to offer road users the option of paying tolls by cash or by ETC.  Road users who wish to make use of ETC can register for a tolling account with a relevant Tolling Service Provider. The system of toll collection in Ireland derives from legislation (being a combination of primary legislation (such as the Roads Acts) and secondary legislation (such as the bye-laws that are adopted in relation to each Toll Road).  Toll Roads in Ireland are “national roads” within the meaning of the Roads Acts, with one exception (namely, the Ringsend Toll Bridge, formerly called Eastlink Toll Bridge).  Currently, there are eleven Toll Roads/Toll Chargers in Ireland.  The tolling systems are based on dedicated short-range communications (DSRC) ‘tag’ and ‘beacon’ technology and all lanes on all toll plazas are fully electronic.  Note that the M50 Motorway (eFlow) also uses automatic number plate recognition “video” tolling technology but this is not currently an interoperable service – i.e. video registered customers who travel on other Toll Roads cannot use their video tolling accounts to pay the toll charge.  The three types of Toll Service Providers who form the Irish tolling sector as follows: Toll Service Providers which are part of the Toll Road /Toll Charger; Independent Toll Service Providers; and  European ‘EETS’ Providers. Today national tolling interoperability is a critical feature of the Irish motorway network.  For example, there is an increasing proportion of ETC transactions across the network (currently estimated to be approximately 65%) and there are an estimated 975,000 vehicles equipped with electronic toll tags. In 2022 the financial value of the interoperable tolling transactions which were processed via TII’s Interoperability Management Platform was in the region of €190 million.   This Interoperability Management Platform (IMP), was established by TII to act as an interoperability clearing house or ‘hub’ for Toll Chargers (TCs) and Toll Service Providers (TSPs) to process toll transactions.  This means that the holder of an account from any Irish TSP can use any toll road in Ireland and be charged through that one account. Role and Responsibilities. This role will support TII’s Commercial Operations Division in managing the tolling interoperability area and the main objectives of the role are: Managing national tolling interoperability arrangements including the interoperability management service provider contract and legal arrangements underpinning national and European interoperability in Ireland.  This includes: Management of the interoperability service provider on planning, contractual, legal and performance issues in relation to performance, information / data security, data protection / GDPR and business continuity and disaster recovery; Management of the interoperability service providers’ contractual compliance obligations concerning prescribed standards, e.g. ISO 9001 - quality, ISO 14001 - environmental, ISO 27001 - information security and insurances; Management of the eToll website and related public information activity;  Oversight of the financial performance of the interoperability services and the multi-party settlement processes;  Management of relevant interoperability pilots and schemes including the ‘Low Emission Tolling Incentive Scheme’, the ‘Disabled Driver Exemption Scheme’ and toll tag exemption procedures for An Garda Siochana and the Defence Forces;  Monitoring of the existing multi-party Interoperability Framework Arrangements and emerging developments in relevant national and European law;  Representing TII on the Tolling Interoperability Working Group (TWIG) in Ireland;   Management of strategic and operational risks for the interoperability service providers and implementation of an audit programme. Managing the procurement and the mobilisation and transition of the next generation interoperability service provider / contractor (and the exit management procedures of the existing contract); Collaborate with colleagues on the tolling team (and across TII) on tolling strategy and innovation workstreams including projects and pilots relating to data science, emerging mobility and tolling and road user charging technologies; Education & Experience. The successful candidate will be required to demonstrate the key competencies for a Grade 2 position as identified in Appendix A, as well as the following job-specific requirements:  Degree or 3rd level qualification (NFQ Level 7 or equivalent) in business, accounting, engineering, management or other relevant discipline. 5 years minimum experience working in a responsible position.
