Procurement Manager - Public Sector. in this key role you will lead & develop the procurement function, delivering a cost effective & proactive procurement service. Providing expert & specialist knowledge in all aspects of Irish & EU public procurement rules, guidelines & regulations. Key Responsibility Areas. Strategic Procurement. Be a strategic partner to the various teams. Build & maintain positive & effective relationships, advice on procurement strategy, and application of relevant policies, guidelines, & legislation. Preparation of procurement updates for monthly board & committee updates. Ensuring current & future requirements delivered in an efficient, timely & cost-effective manner. Develop, implement & maintain a Corporate Procurement Plan. Maintain a register for procured contracts report on status of contracts for relevant Units. Provide expertise & assistance across Company on vendor mgt. Coordinate internal audits & of the procurement dept. Training & Support. Tendering & Purchasing. Expertise across on tender development, tender evaluation & contract awards processes. Complete tender processes in line with both Procurement Procedures & EU Directives. People Management. Facilitate team development & performance mgt. to ensure direct reports. Manage Procurement unit caseload. Allocate work & ensure effective relationships in a team-working context. Understand clients' (both internal & external) needs & deliver an appropriate sourcing strategy to meet these needs. Input into ongoing mgt. of procured services contracts to advise on any contract mgt. issues. Experience. At least 5 years' exp. gained in an equivalent procurement role in a large public sector environment leading delivery of a high volume of complex tenders & working with & influencing senior mgt. Track record of professional & successfully negotiated outcomes in area of public procurement. Strong, efficient & methodical work methods with the ability to handle multiple tasks in a fast paced environment. Good in MS packages, databases & SharePoint portals. Excellent communication skills - particular reference on written communication. Detailed knowledge of the Public Procurement regime is essential & exp. of tenders & contract structures. Qualifications. Professional cert in procurement - IIPM, CIPS etc. Ideally Degree in relevant subject. Proactive, results orientated & have strong attention to detail. Gather information from s/holders, analyse, assess & provide strategic direction & solutions. Know workings of the community/voluntary/public sector. Strong bus. Acumen, commercial awareness; highly motivated; resilient, with an ability to operate in a pressurised environment. Drivers licence & provision of car.
