The Online Safety and Media Regulation Bill 2022 will establish a new Regulator, Coimisiún na Meán, to oversee and enforce new and updated regulatory frameworks for audiovisual media services and online safety and to play a key role in the development and funding of the wider media sector. Given the significantly expanded regulatory framework, Coimisiún na Meán will be led initially by four Commissioners, including an Executive Chairperson. As a regulator with an expansive new remit regarding online safety and media regulation, Coimisiún na Meán will play an important role in the implementation of the Report of the Future of Media Commission and will fulfil the role of national digital services co-ordinator under the forthcoming EU Digital Services Act.     The Media Development Commissioner will have overall responsibility for the funding and development of the wider media sector and for the implementation of a number of the key recommendations of the Report of the Future of Media Commission, including measures to drive equality, diversity, and inclusion in the media sector, the undertaking of a comprehensive review of the provision of Irish language services across the media system, and the provision of new support schemes to the media sector. The Media Development Commissioner will oversee the promotion of educational and training initiatives relating to the functions of An Coimisiún, in conjunction with relevant partners in the education and media sectors.     Working closely with the Commissioner responsible for broadcasting regulation, the Media Development Commissioner will also oversee the regulation of on-demand audiovisual media services, including the establishment and maintenance of the register of providers of those services and making of applicable media service codes and rules in consultation with the Broadcasting Commissioner.   Reporting to the Executive Chairperson of Coimisiún na Meán, the Media Development Commissioner will be a key member of the senior leadership team of Coimisiún na Meán working alongside Commissioners overseeing online safety and the regulation of broadcasting.   The successful candidate should have:   • experience in leading and motivating in a rapidly expanding organisation to deliver on a wide range of strategic goals and objectives, coupled with the drive and ability to contribute to the delivery of Coimisiún na Meán’s strategic vision;    • demonstrable knowledge and appreciation of the statutory, regulatory and policy framework under which Coimisiún na Meán will operate;   • excellent knowledge and understanding of the wider media sector; and.   • a third Level degree and/or a relevant professional qualification.   Further details on this significant opportunity including information on how to apply and a full list of essential requirements are available on www.publicjobs.ie.    The closing date for receipt of completed applications is 3pm on Thursday 25th August 2022.   PAS has engaged the services of a Search Partner to work on this recruitment process.   If you feel you would benefit from a confidential discussion about this role, please contact Catherine Dobbins at catherine.dobbins@publicjobs.ie    We are committed to a policy of equal opportunity and encourage applications under all nine grounds of the Employment Equality Act.
