Description

The Houses of the Oireachtas Service (Service) comprising over 600 staff is the independent civil service agency which supports the running of both Houses and provides administrative services on behalf of the Commission as the governing authority. Apart from the civil service element, business supports are provided to 220 Members and to over 500 political staff employed by Members and political parties.  The mission of the Service is to provide high quality parliamentary services to the Houses of the Oireachtas, their Committees, the Members and the Houses of the Oireachtas Commission.   The Head of Corporate and Members’ Services, at Assistant Secretary level, will support both the Clerk of the Dáil/ Secretary General and the Deputy Secretary General in setting a clear vision for the Service through the development of strategy, policy, objectives and targets for all aspects of the Services activities.  They will also lead the advancement of the Oireachtas reform and change programmes within their assigned area and contribute to the wider civil service reform agenda with oversight of the implementation of programmes ensuring maximum efficiency and value for money in the deployment of its human and financial resources.   The successful candidate will have:    • Have a strong track record of accomplishment as a leader and senior manager leading teams in a large and complex organisation.   • Hold a qualification or significant experience in Human Resources, Finance, Planning, Facilities/Estate Management.   • Demonstrate resilience, self-reliance and a proven capacity for sound judgement and decision making in pressurised situations, with the ability to work well under pressure delivering results to tight deadlines and high standards.   • Have proven experience at the appropriate senior level to demonstrate the ability to work effectively and with integrity in a political environment with Parliamentary and Ministerial Officeholders, Members of the Houses and other key stakeholders and to represent the Oireachtas Service professionally in all relevant fora.   • Have a track record of achieving cultural change with diversity and inclusion central to an organisational transformational agenda.   This is a Top Level Appointments Committee (TLAC) position.   Further information on this significant opportunity, including details on how to apply, is available on www.publicjobs.ie     If you feel you would benefit from a confidential discussion about this role, contact Ciarán Oman on ciaran.oman@publicjobs.ie      The closing date for receipt of completed applications is 15:00 on Thursday 17th November, 2022.    We are committed to a policy of equal opportunity and encourage applications under all nine grounds of the Employment Equality Act.
