Description

Procurement Manager - Public sector. You will be responsible for providing best practice procurement for a range of activities within this public sector compliant procurement function. Duties & Responsibilities. Procurement Expertise - Manage end-to-end procurement processes for assigned contracts across a broad & diverse range of categories. Categories are professional services, ICT, facilities mgt., estate, R&D, services and to Identify cost savings. Awareness of supplier non-compliance/performance to agreed SLAs & take action. Manage supplier relationships & risks, ensuring contract terms & SLAs offer a win win for all. Strategic Awareness -manage objectives for procurement in line with the Strategic Plan. Support development & running of procurement policies & processes. Maximise VFM through highly focused cost optimisation in close co-operation with suppliers & internal s/holders. Collaboration & Communication - Advise procurement advice & guidance to buyers in a procurement environment where purchasing is devolved to departments & business units. Partner with internal clients in commercial group to implement best practice, drive VFM, & develop/maintain functional & category-based procurement plans. Manage relationships with the OGP & sourcing partners. Service Excellence - Understand and ensure public sector compliance with EU & Irish legislation, relevant government circulars & policies in this area. Control, analysis & reporting of expenditure, savings & performance of suppliers. Ensure requirements of the internal/external auditors are met on a timely basis. Qualifications & Experience - essential. Degree/similar & 4 years' exp. in a public sector procurement. Significant experience in key procurement activities inc. planning & data gathering. Run RFX from start to finish; create template; gather reqs; post on e-tenders & manage questions; bid evaluation; supplier selection & contract preparation & post. Have record in leading delivery of procurement results through structured planned approach including governance, quality assurance & controls in public procurement process. Exp. public procurement regulations with exp in compliance requirements. Practical exp. in significant/complex/medium-to-high value RFXs from (€200k) up. Have been in senior roles defining & running successful RFX procurement projects. Display leadership & management skills. You will also have: - Strong IT focus & skill set; attention to detail. Excellent interpersonal written, influencing, persuasion & negotiating skills. build relationships with colleagues & key external stakeholders. Excellent leadership skills & problem-solving ability.
